Parker County Christian Home Educators  Constitution

PCCHE is a distinctively Christian organization that exists solely for the support of those families who wish to educate their children at home according to the fundamental and historic doctrines of the Christian faith. We realize that differences of interpretation exist regarding certain aspects of the Faith within the Christian community and seek to adopt an accommodative stance regarding those issues that are not considered central to the nature and identity of God as revealed in Scripture or to those same issues regarding Jesus Christ and His role as the exclusive and only means by which mankind may be saved.

Since our parents are an integral part of the on-premises education of our children, we require an affirmation of our Statement of Principles, Statement of Faith, Code of Conduct, and Policies & Procedures in both word and deed. Being aware that various individuals, organizations, and religious groups may identify themselves as Christian, yet deny the core doctrines, either by word and/or deed, as they are revealed in Scripture or furthermore advance positions that are contrary to those doctrines, we likewise require that families not only affirm our core beliefs regarding faith and conduct, but also deny any teachings that are contrary to those beliefs, as well as abstain from advancing any teaching to the contrary or seeking to proselytize our members in any way. Failure to abide by these guidelines will serve as grounds for membership denial and/or dismissal.

Article I:   Name The name of the organization shall be Parker County Christian Home Educators (a.k.a. PCCHE), also hereinafter referred to as “the Association.”

Article II:  Membership

  • PCCHE shall be composed of Christian home educating families who desire to affiliate.  (Hebrews 10:25)
  • By joining PCCHE, member families agree to operate their home schools in accord with the Statement of Principles (Article VIII), and the Statement of Faith (Article IX), and agree to abide by this Constitution.  Failure to comply with this provision shall be grounds for dismissal from membership.
  • Membership dues shall be exacted per family and will be determined each year by the officers with approval of the membership in regular business meetings.  Each family unit shall have one vote.  Special provision will be made for those who desire to be members but are unable to pay.
  • Those who cease to abide by the Constitution, or who otherwise bring disrepute on the Association, shall be Biblically confronted by the officers Board of the Association for restoration; if necessary.  If unrepentant, they will be removed from membership by unanimous consent of the officers Board.  (Matthew 18:15-20; I Corinthians 5:1-5; II John 9-11)
  • Any person (adult or youth) convicted of, or currently facing charges for a misdemeanor or felony offense involving violence or abuse (of any kind) and who has not provided advanced notice and request for membership to and received written permission from the PCCHE board is ineligible for membership.
  • By joining PCCHE, member families agree to complete PCCHE Youth Protection Training, Criminal Background Check, and Sex Offender Database Check. The fees for said safety checks shall be exacted per family and will be determined each year by the officers with approval of the membership in regular business meetings.
  • The Association reserves all rights to deny membership to any family whose conduct and values would, in the officers of the Association’s sole judgment, be contrary to the Association’s commitment to providing a safe and Christ-centered environment for its members.

Article III:  Purpose –The purpose of the Association is as follows:

  •  To provide fellowship and support for Christian homeschooling families. (Hebrews 10:25)
  • To provide news and information concerning home education to members.
  • To make available to the membership, via volunteers, activities including, but not limited to, field trips, park days, Mom’s Night Out, and/or elective classes, etc.  The PCCHE organization does not sanction or otherwise endorse, nor take responsibility for, the content of any activity.  Each member is responsible for any investigation necessary to make the choice to participate in any activity including classes offered in the cooperative established in the name of PCCHE.
  • To strive for Godly environments in which children may build relationships with peers and mixed age groups.  (2 Corinthians 6:14)
  • To provide good organization and communication within our group through e-mail, a regularly updated website, and regularly scheduled meetings.
  •  To maintain an attitude of outreach to new or potential Christian home educating families.  (Colossians 4:5)
  • The Association shall not impinge on the rights of parents to educate their children, as they believe best.  PCCHE is a service organization providing advice and help to members who may use the assistance offered, as they desire.

Article IV:  Officers – The officers of the Association shall consist of President, Vice-President, Secretary, Treasurer, Co-op Chairperson (Collectively, “The Board”). Said Board shall have equal authority/input on all PCCHE business. A majority is constituted by a single vote per couple on the Board thus requiring a 3-2 vote or better in order to pass a motion/request.

The President shall provide general leadership for the Association through the other Board members and persons appointed by him.  He shall preside or appoint someone to preside over all general meetings of the Association, work with the treasurer in the disbursement of funds, and shall impart decisions made by the Board and information deemed useful to the membership by the Board via the most immediately available tool, i.e. e-mail, newsletter, special mailing, general meeting, etc.

The Vice President shall assist the president and fulfill the duties of the president in the president’s absence.  He shall process all incoming applications, keep a roster of members, and publish a directory.

The Secretary shall be responsible for keeping a record of each meeting and handling any correspondence on behalf of the Association regarding the calendar. He shall also be responsible for the upkeep and maintenance of the website as well as keeping the website calendar up to date.

The Treasurer shall receive funds, disburse payments, and provide, at each Board Meeting, an accounting of this activity.  The Board, or their designees, shall review these records annually, or more often, as determined by the Board.  The treasurer shall balance the checkbook, keep funds allocated to categories, and keep accurate records.  An Expense Report is usually given at the Fall General Meeting and the June General Meeting.

The Co-op Chairperson shall be responsible for organizing and maintaining the PCCHE cooperative including, but not limited to, class offering, registration of members for classes, class organizing, disciplinary structure of cooperative, the collection of and forwarding of all monies collected and disbursed to the Treasurer.

  • The officers, Any Board member, shall be subject to censorship or dismissal from office by a two-thirds (2/3) vote of the members present in a General Membership Meeting, or by unanimous decision of the other officers of the Association Board members.
  • Officers Board members of the Association shall meet the following qualifications:
    1. Officers Board members shall be men assisted by their wives.  The reason for this is that the Association is composed of Christian home educating families over which men are to provide the leadership according to the Scriptures.  The Association is an extension of the home and should mirror the Biblical pattern for the home.  (Genesis 2:18; Ephesians 5:22-24; Colossians 3:18-21)
    2.  Officers Board members shall have home educated school-age children in a bona fide manner for at least two years.
    3. Officers Board members must be active members in good standing for at least one year of the Association which subscribe to and comply with the Statement of Principles and the Statement of Faith.
    4. The term of office for Board members shall be one year unless otherwise determined by a majority vote of the members present at any General Membership Meeting.

Elections for Board members will be held each year at the May/June General Membership Meeting.  Written, signed absentee votes must be submitted at least forty-eight (48) hours in advance of the election.  The absentee votes shall remain unopened until the voting is closed.  Votes shall be counted by at least three (3) current Board members.

Should a Board member resign or be otherwise removed from office during his term of office, the Board may appoint someone to complete his term.

Article V:  Relationship of the Association to Associate Groups and Other Families –The Association may, but is not bound to, affiliate and cooperate, either formally or informally, with other persons, organizations, or institutions whose basic goals and objectives are in harmony with this constitution.  (II John 9-11)

Article VI:  Meetings –The Board shall decide the time and date of general meetings two times a year.

  • The business portion of all General Membership Meetings of the Association shall be conducted according to Roberts’ Rules of Order in its most recent edition. Items of New Business must be submitted by current members, in writing and signed, to the Board’s e-mail address at least twenty-four (24) hours in advance of the General Meeting.
  • The Board shall be authorized to call a Special Membership Meeting provided written notice is e-mailed to all members at least one (1) week in advance of the meeting.

Article VII:  Execution and Amendment of the Constitution –This Constitution shall become effective upon approval by two-thirds (2/3) vote of the members present and voting at a General Membership Meeting called for that purpose.  The Constitution may be amended by a three-fourths (¾) vote of the members present and voting at a General Membership Meeting of the Association provided written notice of the proposed amendment is e-mailed to all members at least one (1) week in advance of the meeting.

Article VIII:  Statement of Principles

  • Family- We believe the family is the basic governmental, social, and spiritual unit created by God.  In the family, the child learns self-government, and social relationships, and develops a relationship to God.  (Ephesians 6:1-3; Colossians 3:20)  The family also provides protection from over-extensive government and over-stimulating social involvements.  We understand family to mean one male and one female parent with one or more children, all related by the institution of marriage, though we realize the exception of a single parent. (Genesis 2:24)
  • We reject homosexual marriages of or homosexual orientation because it is contrary to the Scriptures and the intentions of God in creation.  (Romans 1:18-32)  We also reject transitory, co-habitational relationships.  (I Corinthians 5:9-11)  We believe these relationships to be in violation of God’s laws and incapable of providing the long-term nurture and instruction needed by children and commanded by God.  (Proverbs 1:8-9; Colossians 3:21; Ephesians 6:4)  In view of this, no homosexual or merely cohabitating “parents” are eligible for membership.
  • We believe that any form of sexual immorality, such as: adultery, fornication, homosexuality, bisexual conduct, bestiality, incest, pornography, or any attempt to change one’s born sex (also referred to as transgenderism) is sinful and offensive to God. We affirm that divinely ordained differences between male and female reflect God’s original creation design and are meant for human good and human flourishing, the differences between male and female reproductive structures are integral to God’s design for self-conception as male or female, and that self-conception as male or female should be defined by God’s holy purposes in creation and redemption as revealed in Scripture. We deny that adopting a homosexual or transgender self-conception is consistent with God’s holy purposes in creation and redemption. Thus, we believe that in order to preserve the integrity of PCCHE as a witness to the world, any such persons volunteering, teaching, or in any other capacity associated with PCCHE should agree with and affirm these statements.
  • Parental Rights and Responsibility in Education- We believe the ultimate responsibility for the education of children belongs to the parents.  (Deuteronomy 4:9, 6:1-25; Ephesians 6:4)  We believe that this is an inalienable right given by God, which the State can neither create, destroy, nor alter.  Parents may allow another to teach some of the cognitive information that the children need to know, but all education must be under the control and supervision of the parents.  (II Timothy 2:15)  We believe education in the home to be the best form of education, but we recognize that many parents cannot educate at home for valid reasons, and we support the right of parents to educate their children as they are led by God.
  • Nature of Education – We believe that all education is religious in nature in that the instructor’s worldview is inevitably communicated, either overtly or inconspicuously, through the process of instruction.  (Proverbs 2:1-8, 3:1-2, 6:20-23; Matthew 28:18-20)  Every discipline of knowledge, whether it is a subject such as mathematics, science, or history, or any other academic subject, will have, as its final reference point, a theistic or humanistic view of  reality (Colossians 1:15-20, 2:8-15); therefore, there is no religiously neutral academic discipline.  Thus, we believe that all social, physical, and cognitive knowledge should have as its beginning the fear of God, and as its end the Glory of God.  (Proverbs 1:7; Romans 11:33-36)
  • Rejection of Secular Humanism – We reject and oppose the anti-Christian tenets of secular humanism.  These include the general theory of evolution, one-world government, government-mandated sex education, government-mandated parenting courses, modern feminist ideology, and abortion.  (II John 9-11;  2 Corinthians 6:14)

Article IX:  Statement of Faith – 

  • We believe the Bible to be the only Word of God, written by men divinely inspired by God, and is the record of God’s revelation of Himself to man.  It has God for its author, salvation for its end, and truth, without any mixture of error, for its matter.  The criterion by which the Bible is to be interpreted is Jesus Christ.  (Deuteronomy 4:12; II Timothy 3:15-17; II Peter 1:19-21)
  • We believe there is only one living and true God.  He is an intelligent, spiritual, and personal Being; the Creator, Redeemer, Preserver, and Ruler of the universe.  He reveals Himself to us as Father, Son and Holy Spirit, with distinct personal attributes, but without division of nature, essence, or being.  (John 1:1)
  • We believe Jesus Christ is fully God and man, born of a virgin (Matthew 1:18), sinless in His life (Hebrews 4:15).  He died vicariously on the cross as a substitution for sinful men.  (Hebrews 9:15)  He rose bodily from the grave (John 20:1-9), and now reigns with the Father.  (Acts 2:23)  He will return visibly and personally to the earth both in salvation and judgment.  (Acts 1:11; Hebrews 9:28)
  • We believe all humans are sinful by nature (Romans 3:23) and can only be forgiven by the expression of trust in Jesus Christ as Savior and Lord (John 3:16), brought about by the regenerating work of the Holy Spirit.  (Titus 3:5-7)
  • We believe in the continuing ministry of the Holy Spirit by whose indwelling the Christian is enabled to live a godly life.  (Romans 8:1-7)

Article X:  Code of Conduct for PCCHE Functions – 

  • Each individual shall conduct themselves in purity according to the standards set forth in1 Timothy 5:1-2
  • We will refrain from any inappropriate public display of affection (PDA). II Timothy 2:22
  • We will refrain from alcohol and tobacco use including e-cigarettes/vaping.  I Corinthians 8:9
  • We will use no profanity or other degrading speech.  Colossians 3:8
  • We will dress in a modest manner.  Short shorts and halter-tops are specifically prohibited.  I Corinthians 6:19-20
  • We will not make negative comments or speech regarding other forms of education, especially public schools and their representatives.  We will instead focus our time together on the positive attributes of homeschooling.  Philippians 4:8; Colossians 4:6
  • Written, signed suggestions may be e-mailed to any officer. Complaints and grumbling should be taken before the Lord. (Philippians 2: 14-15).  Questions and concerns about any activity should be handled according to Matthew 18: 15-17 and first be directed to the organizer/teacher/parent.  If no resolution can be found, the appropriate committee should be advised.  If there is still no resolution, questions and/or concerns can be addressed by the PCCHE Board upon written request via e-mail to each officer of the board by the member. (Deut. 6:7)
  • Activities and field trips are restricted to dues-paying members of PCCHE.  This, of course, does not exclude visitors who are interested in PCCHE from attending park days, monthly meetings, or general meetings.  (II Thessalonians 3:11-12)
